IMPIKISWANO NGOHULUMENI WEZIFUNDAZWE

OSOPOLITIKI bawuhlobo lwabantu olungamagovu, angogimbela kwesabo futhi abangakukhathalele ukwenabisa amandla okubusa kuzozonke izinhlaka zemiphakathi abayiholayo kodwa abalobizela ukuthi wonke amandla okubusa abesezandleni zabo kuphela, phecelezi, 'centralisation of power'.

Lamazwi anohlonze kangaka asanda kuphimiswa ngumbhali ovelele, oyisifundiswa futhi esake saba nguMqondisi-Jikelele wesifundazwe saKwaZulu-Natal, uSolwazi Otty Nxumalo, ngesikhathi sixoxisana ngezinselelo ezizobakhona njengoba sekubhekwe kukhetho lomasipala kulonyaka ka2011.
"Inselelo ebhekene noquqaba olwakhele lelizwe laseNingizimu neAfrika njengabavoti kulohulumeni wentanto yeningi ukuthi mabahlale bezibhekile futh beyilandela imithetho eshaywa noma igqubo-mgomo yokubusa lelizwe.
Mabakuqaphele futhi bakuqhakambise ukuthi imithetho ephasiswayo iqembu elibusayo ngenhlose ukusabalalisa amandla okubusa ngokuthi andlaleleke futhi asabalalele kuzozonke izinhlaka ezisondelene nemiphakathi eyakhele.

Kunokuba kunqindwe noma kubulawe isakhiwo sohulumeni bezifundazwe, bekungakuhle kuthekelwe kuhlobo lokubusa olusetshenziswa eMelika, phecelezi, federalism, kunokuqeda lobohulumeni berzifundazwe." kucacisa okaZwide.`

Phela ngemuva komzukuzuku wezingxoxo zokwakhiwa kabusha kwalelizwe (CODESA) esikhathini esicela emashumini amabili eminyaka eseyadlula, zonke izinhlangano nabaholi bezepolitiki bavumelana ngesakhiwo sezwe elinomholi oyedwa wezwe (State President), bese kuphinde kwakhiwe uhlaka lohulumeni bezifundazwe oluholwa ngoNdunankulu (Premiers).

Nokuthe makhathaleni ngonyaka ka2000 kwaphasiswa uhlaka lohulumeni bomasipala (local government) okuyilo esibuswa ngalo emazingeni esakhamuzi nesakhamuzi.

Masikuqhakambise ukuthi iningi lezakhamuzi kulelizwe zisakubona kuwuhlelo olwakheke futhi olusasebenza nokumelwa ngokuyikho ukuba nalezinhlaka ezintantu zikahulumeni.

Kodwa-ke, njengoba isisho esidala sisho ngosopolitiki, sekuqale imvunge ngokuthi make kuphindwe kubhekisiswe ukuhleleka kanye nokusebenzisana kwalezinhlaka zokubusa.

Ngokwezibalo zezimali ezibekelwa labohulumeni ababalelwa kwisishiyagalolunye ezweni lonke, ohulumeni bezifundazwe babekelwe imali yabakhokhi-ntela (2009/10 Annual Budget) isamba sika R1.650 billion ebesihlinzekelwe ukuletha noma ukusondeza intuthuko kwizakhamuzi nokuholela amalungu asimele kwiShayamthetho.

Phezu kwalezindodla zezizumbulu ezihlinzekelwe ngokuphindiwe ohulumeni bezifundazwe, iningi labaholi seliqala ukushaya amakhala ngalabohulumeni bezifundazwe kanye namaqxathi abawadlalayo ukusiza imiphakathi nezakhamuzi ezibakhele.

OnguMongameli womfelandawonye wezinyunyana zabasebenzi, noyiyo enkulukazi kulelizwe iCOSATU, umnumzane Sidumo Dlamini uwuvezile owakhe umuzwa ngalenxanxhathela yohulumeni abamosa izimali zabakhokhi-ntela futhi ezihlale zihlabe uhide kulandelwana ngezibizayo izimoto kuthiwa "siyohlaba isoyi, siletha intuthuko ebantwini".

"Kuzodingakala sizame ukuqhamuka nesu elisha lokuletha izidingo kanye nentuthuko kwimiphakathi yethu. Lide kakhule lelipayipi lokubusa kusuka ePitoli, kwifundazwe kuyima intuthuko isabalalela kwimiphakathi yethu ngokukahulumeni kaMasipala" ukubeka kanje uSibalikhulu.

Kungekudala neqembu elibusayo kade libambe ingqungquthela yalo yengqubo-mgomo (National General Council) lapho loludaba luke lwahlaziywa, kwase kuphinda iANC National Working Committe yenza isiphakamiso sokusungula ithimba (CVommission to review the three-tier system of government).

Abaholi bamaqembu aphikisayo sebevele bakukhahlela ngazo zombile ukuqedwa noma ukwehlisa isibal sezifundazwe kulelizwe.

Umholi weqembu leInkatha Freedom Party kulesifundazwe (akathandanga igama lakhe lishicilelwe) ukhale ngokuthi lokhu "kulicebo lokukhohlakala elenziwa iqembi likaKhongolose ukuze aqonele amanye amaqembu asenamandla okubusa ezifundazweni azinzile kuzo".

Kanti umnumzane James Lorimer, ongumholi nesikhulumi sakwaLocal Governance kwiqembu leDemocratic Alliance ukubekwe kwasabalala ukungahambisani kwabo naloluhlelo.

"Iqembu likaKhongolose livusa izingxoxo ngohulumeni bezifundazwe ngoba selehlulekile lancama ukuhlwitha uhulumeni kanye nokubusa kwisifundazwe sethe eWestern Cape.
Umhlaba wonke uyazibonela ukuthi isifundazwe saseNtshonalanga neKapa sibuswa kahle futhi izidingo-nqangi ziyafinyelela kwimiphathi esakhele lesifundazwe, ngeke sivume kuncishiswe noma kuqedwe ohulumeni bezifundazwe" kuphetha umnumzane Lorimer.

Kanti onguNdunankulu wasesiFundazwe saseFree State, futhi esiholwa nguye uKhongolose usezwakalise ukungabi nanxa uma izifundazwe ezincane futhi ezingenawo umnotho omuhle ukuthi kungakuhle zihlanganiswe nalezo zifundazwe ezinamandla angconyana kwezomnotho.

Bafundi nami nginiphonsela inselelo yokuthi masiludingide loludaba mhlasimbe siyoqhamuka nesisombululo esikwamukeleka kuzozonke izakhamuzi zaseAfrika eseNingizimu.

UNISA GRADUATES CALLED TO ASSIST UNDERGRADUATES

The KwaZulu-Natal Alumni Chapter has called upon all the UNISA graduates to play an active and meaningful role towards enhancing their alma mater's social and educational responsibilities.

This clarion call was pronounced by Unisa officials during the KZN Alumni Chapter Breakfast that was attended by approximately 500 graduates and was held at the Durban's beachfront hotel on the first weekend of June 2010.

From Unisa's Registrar Academic Prof Louis Molamu, Unisa Foundation Director Pat Lawrence, Unisa's Durban Campus Director GM Ntombela to the KZN Alumni Chapter convenor Steve Mkasi, they all spoke highly of the achievements, sacrifices and tribulations that the Unisa graduates had to endure in meeting and conquering the distance learning environment challenges.

Speaker after speaker implored that all Unisa graduates carry a responsibility as the custodians of the Unisa heritage to give back selflessly to their alma mater by empowering their fellow undergraduate brothers and sisters.

"On behalf of the university I want to express my gratitude at the multitude of Unisa graduates that were attending the KZN Chapter Alumni Breakfast.
As our graduates you remain central to all that we, as Unisa, strive and aim to achieve in line with our transformation agenda 2015.
Let all our alumni contribute to the development of our learning programmes by giving his or her time in assisting our undergraduates in their academic-related difficulties" said the Durban regional Director Ntombela.

The Unisa graduates can play an active and meaningful role towards the sustainance and co-ordination of the Unisa's empowerment and social investment enrichment programmes 'by becoming lifelong learners', alluded Unisa Foundation Director.

Let all Unisa graduates, she added, play a meaningful role and assist their alma mater to continue to provide human investment opportunies to the multiple sectors of the South African communities.

"The Unisa Alumni Association was established in order to mobilise alumni in the service of the university and to improve the level of engagement between South Africa's oldest institution of higher learning and its former students.
The Alumni Chapters were spread all over the nine provinces and abroad to act as a vehicle to advance the vision and mission of Unisa, as we strive to become the African University in the service of humanity" observed Lawrence.

Registrar Prof Molamu also called upon all the Unisa qualified professionals as the broader community of Alumni ( he cited people who obtained degrees, diplomas and certificates) to register on the Alumni database found on Unisa website in norder to actively participate in the 'academic-social-economic activities' of the varsity and contribute to Unisa's long-term success and sustainability.
"As Unisa graduates you will always have a pivotal role to play. We want to ensure that the quality of your qualifications meets and conforms to the international standards.
We would like to utilise your academic proficiencies to the development of a new crop of Unisa graduates.
As the academic staff we're disheartened by the high number of university drop-outs in the country.
Hence, we're calling upon our Alumni to assist Unisa by contributing to our tutorial programmes as they 'already posses first-hand experience of what it takes to study through distance learning'

The KZN Alumni Chapter convenor related an anectdote about his distance learning challenges as a Unisa Durban campus student.
Mkasi emphasised that his knowhow of difficulties associated with distance learning challenges compelled him to be the first graduate to register as a tutor in the School of Law as an LLB graduate.
"Speaking from my personal experience as an undergraduate in the Durban campus, it took nine out of ten teleconferences to get help from the professors based in Pretoria as they were normally out of office.
It is precisely for this prime reason that I am calling upon you , fellow graduates, that we selflessly contribute to the attainment of proper education and qualifications by our fellow undergraduate brothers and sisters.

eTHEKWINI RESIDENTS & ENVIRONMENTAL EDUCATION

WITHOUT attempting to apportion blame to any contending party during the recent weeklong municipal employees wages strike, one pertinent question that was brought to the fore was more about the personal responsibility taken by each individual towards the city's habitat degration.

Before delving deeper into this article, permit me to hasten to highlight that my take/angle shall solelely be focussed on environmental education, in particular, the much-vaunted "Recycling Programme".

Researchers, commentators and Green activists the world over, state categorically that every human being should endeavour to enhance the achievement of the Millenium Development Goals, the Resolutions adopted at the 2002 World Summit on Sustainable Development and the United Nations's Declaration on Sustainable Development.

And who dares for amoment, forget our very own ruling party's 2007 Polokwane Declaration fellow South Africans?
It is precisely these powerful instruments that delighted and made me rejoice when the Durban Solid Waste cluster endorsed programmes to support and strenghtened the resolutions that were crafted to create a healthy and sustainable environmental legacy for future Durban generations.

Personally, I do not harbour any grmblings whenmever workers down tools in protest of a decent living wage.
As a worker myself and a hardcore Socialist, I 'in principle' feel the municipal employees wages strike was justified.

However, does it construe that every time there's an 'employer-employee confrontation' in the 'Banana City' it shall translate into our beatiful central business district (CBD) being littered with so much esxtensive waste as was witnessed on prime news channels globvally?

We're told through the City Fathers' engagement foras that in two year's time after the Africa's historic hosting of FIFA Soccer World Cup finals (by 2012) at least 50% less waste must be generated in the city and its surrounding areas.
An emphasis isstressed that thiswill translate in some 25% less waste going or taken to our 'already hardpressed' landfills.

It was precisely incumbent that SALGA, SAMWU, IMATU and the so-called "Free Riders" took cognisant of the inconvenience and cost of manpower that were required to clean tons of litter that were spread all over our internationally-renowned city every time there was a labour dispute.

The large budgets allocated by the Exco Committee every year to clear littering could be better spent if less litter was thrown about indiscriminately.

It suffices to note that His Worship Mayor Obed Mlaba is on record urging Durban residents to take up the cxhallenge of reducing, re-using and re-cycling waste, and he has also implored individuals, families and everyone else to become a responsible, caring person through his daily mantra which resonate like this; "Together We Can Keep EThekwini Beautiful".

Let me conclude one eminent Durban environmental activists who once intimated this to me;
"Taking care of our environment has huge spin offs as reducing waste per capita within eThekwini Municipality generate roughly 1,5 million tons of waste each year.
This remainsa cause for concern to thedwindling landfill spacve in our urban areas".
